Appeal from IIIT-A students about atrocities of administration including Institute Director 

We the students of IIIT Allahabad are in a state of shock due to the sad demise of our colleague, Akshay Tyagi (Student of 2nd semester, B.Tech. E & C) and the incidents which took place thereafter,inflicted by the Director, Dr. M. D. Tiwari and other Administrative staff. In this situation, we are appealing to you to take immediate action to ensure that our career  and future are not affected. We are hereby mentioning some relevant points which gave rise to the present grave situation. It is to be noted that we have in the past brought these points to the notice of the IIITA administration many times, but because of the vested interest of the Director and his associates, no action has been taken.

1) The recent sad demise of Akshay Tyagi, a student of B.Tech. Electronics, IIITA on 28th March, 2011 at 8:00 AM was a natural fallout of a criminal business racket being run by Vaish Business Enterprise in collaboration  with Director, MD Tiwari. This is one among other previous incidents where, because of criminal negligence of Director MD Tiwari and his coterie people, our beloved seniors died in a totally helpless condition. a) Year 2009: Megha Goel suffering with brain fever, was admitted at Nazareth after a great delay where no proper super-specialty doctors were available. b) Year 2010: An MBA student suffering with asthma had exhausted his inhaler and was sent to an outside hospital only after a tremendous delay and died on his way there. c) Year 2011: One of our mentally depressed senior left the hostel at night and it took one hour to contact the warden. The only doctor on campus is approachable with lots of difficulty over phone and that too through her abusive husband (The Deputy Registrar, Asheesh Kumaar), and she normally does not bother to visit the patient in person.

2) The shocked students were not even allowed to accompany the dead body of their beloved pal and instead rudely threatened and mocked by the Director, Hostel wardens, Deputy Registrar (Finance) R.B. Singh, RC Tripathi, Caretaker Vinod Vaish etc.

3) Everybody should know how the students are literally being butchered/enslaved by the private business interest of Vaish family in collusion with Director. A cursory inquiry by any proper investigative agency will reveal that most of the lucrative students' affair are being controlled by them where i) Naini Hostel is the property of Arun Vaish, ii) The Hostel caretaker is Vinod Vaish, iii) The students cultural affair and other matters are controlled by Director's typically intimate and therefore known as illegally appointed faculty Anurika Vaish (a simple MCom with fake PhD under MD Tiwari and promoted to Associate Professor and Head of MBA-IT division) and her brother Abhishek Vaish (who is also known as illegally appointed), iv) The student mess is also being run by Atul Gupta (Maternal uncle of Anurika).

4) Although it is not known to people outside our campus, we the students were already fade up with a series of atrocities committed by IIIT-A administration which is currently being run as the private property of Vaish family and MD Tiwari coterie (including DFO R B Singh, GN Pandey, RC Tripathi). But the sad demise of Akshay and the nasty incidents followed by administration thereafter appeared to us as beyond the limit and made us typically perturbed about the inhuman and inept nature of administration including Director MD Tiwari.

5) Now the facts with figures:
  • Caretaker Vinod Vaish lodged FIR with a lawyer giving false information that Akshay Tyagi has fallen from the fast running bus.
  • We, the students were kept in total dark about, where a) Akshay Tyagi's body was taken, b) his parents/family members were and c) the post mortem was performed etc.
  • At Naini Hostel although officially two big and two small bus is arranged for 220 students but , effectively it is not more than 3 buses, and that too with no conductors. Just imagine the crowd where students are forced to travel around 50 kms (commuting daily from Naini Hostel to Nehru Science Centre in city to Jhalwa main campus for labs and the then back to Naini hostel in a single day) in such squalid conditions.
  • We have reported about such bus-irregularity about a month and a half ago, but in vain and only  to receive threatening, goon like bullying from administrative authority (including MD Tiwari) and caretaker Vinod Vaish (who is simply like local Mafia).
Moreover, so many times we have reported about the very pathetic and completely uninhabitable condition of Naini Hostel which includes i) no ventilation for our rooms, ii) surrounded by asbestos factories making it dangerous for health, iii) very bad food supplied by mess for which we are paying more than IIT/NIT hostels and yet we have no right/say to inform about the food-quality and not even the content, iii) not possible to even get tea from outside of campus where local goons and mafia are known to roam around, iv) no place/arrangement for extra-curricular activities.

6) We came to know from our seniors that since its inception, the same Director is continuously giving false assurance to first year students to bring them to their mother campus by constructing another hostel. But now we know that MD Tiwari and Vaish group finished so many unnecessary constructions (Swimming Pool, Auditorium etc.) but intentionally they stopped further hostel construction only to give benefit to Vaish Family who are earning nearly rupees 35 lacs (nearly 30 lacs per anum for the hostel building for which they are the owner and taking 5 lacs as salary for being caretaker of the same).

7) Moreover, even at present it is not a problem to accommodate first year students at IIIT-A main campus at Jhalwa, where i) seniors are ready to accommodate them, ii) among Visitors' Hostels I, II and III, a huge space is always lying vacant at VH-III, iii) Dormitory is lying vacant, iv) 5 professors' quarters are also lying vacant.

8) IIIT-A has no dearth of money to construct a new hostel. But to the authority (MD Tiwari coterie and Vaish Family) the priorities are only to spend huge money for arranging entertainment programs, to send Abhishek Vaish and other coterie faculty/staff abroad etc. Moreover, we the students pay much more than IIT pals are paying and therefore we deserve good arrangements and transparency about the fate of our paid amount.

9) Initially, we could not understand the logic behind authority's (i.e., MD Tiwari's) intention to keep us 30 km away from the main campus. Because even if there is no space near main campus at Jhalwa, we could have been accommodated at nearby rented houses. Now we know that it is only to give benefit to Vaish Family and also to earn through them as described above which also includes Rupees 1 Lakh monthly (rent and fuel costs) for each privately arranged bus. The maintenance of  these buses is so poor that quite often they ask us to push it from behind, knowing well the risk of us being run-over if it starts moving backwards on a sloped road, while  we are busy pushing it.

10)  Students were not told about FIR lodged in Akshay Tyagi's case and obviously not shown the copy of it. We are not even told about the place of postmortem. We are surprised and shocked by such hushed-up practices and have lost all faith in the authority. When we asked for this information, we only received abusive, bullying and threatening words from warden/other authority/coterie people, for example, they would damage our career, suspend us etc.

11) We also know that because of these misuse of power and abusive/bullying/threatening tendency of authority many of our beloved teachers left this institute and later joined IITs (Dr. Kailas Ray, Ashish Upadhyay, and others).

Therefore, we are typically pained and completely shocked with the inhuman and criminal face of the people in authority at our institute, IIIT, Allahabad and therefore placing the following demands:

Our Demands
  1. Initiation of probe by external and proper Government Investigative Agency to ascertain the root cause of death of Akshay Tyagi and previous students.
  2. Immediate resignation of Director M. D. Tiwari and complete change of the brute, and money-monger administrators which includes other members of administration: Deputy Registrar (Finance)-R. B. Singh, Student caretaker-Vinod Vaish, and Student cultural affairs in-charge- Anurika Vaish. We are totally outraged by their false assurance, threatening and abusive attitudes.
  3. Copy of FIR filed by Vinod Vaish on behalf of institute and Postmortem report.
  4. Proper compensation for Akshay's Family which should not be less than Rs. 20 lakhs, because institute has already forcefully taken this amount from us on the pretext of fine.
  5. Immediately close Naini Hostel and stop this business racket and interest of Vaish Family which they are running in collusion with Director, MD Tiwari. Move us immediately to main campus hostel (where our seniors are ready to accommodate us with them) and other buildings including visitors' hostels that are lying vacant. If needed vacate the hostel rooms that are currently occupied by non-hostel staff, for example, drivers.

Saga of IIITA-Director

                     It was the morning of 29th march 2011. At 9:00am, as stated by the students of IIIT Allahabad that Akshay Tyagi, a student of First Year of Electronics an Communication branch of IIIT Allahabad was run over by the bus and died instantly. The administration of college reached the premise, Naini Hostel of IIIT Allahabad, which is around 10km away from Allahabad and maintained separately for First Year Students. As the authorities reached the venue, they adviced the students to refrain from filing an F.I.R against the institute. As stated by the students present in Naini Hostel, when the students were not ready to give in to the authoratative words, the competent authority called up the parents of the eye wittnesses and complained that their kids were causing riots in college. But as stated by the students, when they came to know of the misguiding FIR filed, students got agitated, then the students claim to have gone to the police station to correct the FIR. The body was also sent for post mortem. The college was not declared close to mourn the death, but a condolence meet at 5.30pm the same day took place in senate hall of the institute.

The next day, 30th March 2011 the cremation took place in the presence of family members and students but no one from the college adminstration.

On 31st March 2011, Morning 9am there was a candle march for the deceased soul and the students put forth few demands including
-compensation for the family
-dropping the naini hostel
-improving the health and living conditions of the all the hostels of the institute.
-And an ambulance at the disposal of students at any moment of time.

In response of this the Director constituted a committee with

1.      Prof. R.C.Tripathi  -  Chairman
2.      Chief Proctor  -  Member
3.      Wardens  -  Member
4.      Students Representative  -  Member
5.      Deputy Registrar (Fin.)  -  Coordinator

Bbut the students disagreed to the committee as they were represented by only a single member and feared that the agenda would not meet theirs.

The students reported that the Director announced that "the family had rejected a compensation of 50 lakh ruppees" but when later the students called to confirm with the family, the mother of the demised informed that she was never approached by IIITA adminstration. Since then, the students have assembelled outside the adminstration building and put forth their protest and their demands. 1) 2011: Director got his age reduced, to get another term as Director-IIITA
He got his date of birth changed from 16 August 1944 to 1948 to be able get 4 more years of job and other benefits in the UGC.
At the time of writing, this extension of term as director has happened for 4th time and actually he should have been retired 6-7 years before (after his first term)

2) 2010: A Professor was forcibly relieved from IIIT-Allahabad
   Dr. U. S. Tiwary was relieved to his parent University without any prior notice and thereby disrupting my career and harassing me by the director of the Institute.
The only reason Dr. TIwari could figure out (as he was not given any rationale behind it) is his contraposition to  dictator‐like rule and many irregularities at the Institute. Case was filed, but high political influence of Director simply suppressed it off.

3) 2009: Death ofa MBA student
He was not given a van to take him to hospital urgently after an asthematic attack in the hostel at IIIT-Allahabad, inspite of the fact that they have two vehicles always in the campus at admin's dispense. But unfortunately, these vehicles are used for private purpose and causes of Director and Vaish family.

  7. I agree with each demand in this appeal. Its been 12 years of the dictatorship of Administration. IIITA had lost a lot talent (Professors) because of this attitude of admin authorities. Being a premier institute IIITA need such people on the top of hierarchy who do not thing about self interests and work towards success of the college and its students.

    My humble appeal to IIITA Professors is to join this motion if they feel students are right in their demands.

  15. Someone not from IIIT-A would easily take some of the above mentioned points either false or exaggerated, but this is something, each and every student of IIIT-A is suffering through. Administration can't be more corrupt. It's like if you survive your years in IIIT-A, you can live in worst to worst conditions, may it be in terms of food, living or administration. You are forced to live like prisoners with your mouth zipped.

    I request more and more alumni of our college to join the movement and let this change happen.

  92. what do u think Bosses sitting in UGC or HRD ministry are not aware of what's happening in the institute which gets 100s of crores...its not just MDT or Vaish family..money wud b reaching delhi...everyone has his share so dey wont do anything..we need to comeup with something concrete..writing online petitions is good but won't change situation on ground...only way to break this nexus is to bring in someone who's not a part of it...and yes it might go political...if ruling party is getting money to shut up contact the opposition...one would be would be Mr. M.M.Joshi(was MP from Allahabad, ex minister of HRD and once god father of MDT)...OR file a PIL in Allhabad high court on the extensions being granted to MDT...the basis of extensions...OR file under RTI the info for extensions, budget allocates for last 5 years and where it has been spent......

The original issues of the student is lost and now the whole issue is becoming political. I think some internal member is involved in instigating the student.

    I request all of you not let the name of the institution die for this cause. we should feel sorry for the family who has suffered and lets kicked out the one who is trying to play fowl.

    My request to each and everyone of the society is to think twice before letting this institution die and to think what has been achieved so far with the support of everyone.

  97. I came to know about this incidence recently. There are a series of such events happened in past too. It is very much evident that MD is really corrupt and people like Vaish enterprise have used it to their benefit.
    I was thinking about this incidence before I came across this post and I was thinking if we can use Govt rules to have inquiry for such cases - like can we use RTI or public grievance system for the same. Recently I came to know that RTI on any department is a serious affair even in the govt offices and we can ask clarification on:
    - why MD is still a director of IIITA while there is a rule of rotation after 3 years completion?
    - why someone running a private hostel for the institute became head of a department in the institute?
    and so on.
    I am not sure if we can achieve anything substantial, but if there are enough interests around it, govt will need to provide a proper reasoning.

  166. I think MD Tiwari was much better than these people. In the last two years these people has totally fucked the campus. I visited the campus last week and found that every person is in frustration. Not a single development.

    Literally, the current administration led by Prof. Somenath biswas, U. S. Tiwary, Sudip Sanyal are working day and night to close the Institute. This is the closure team sent by the MHRD.

Vijay Chaurasia is alleged by the students that he is having immoral relation with one lady teacher of the Institute namely Dr. Pragya Singh and both of them are regularly found to be in objectionable conditions. Not only this he is found drunk many times within the campus which can be verified from anyone residing in campus. He has used his influence to help his close associate Dr. Pragya Singh to occupy various important administrative positions though she is a contractual employee only.
